The Fifth Asia CCUS Network Forum

Jakarta, 10-11 September 2025: The Economic Research Institute for ASEAN and East Asia (ERIA) and the Ministry of Economy, Trade, and Industry (METI) Japan co-hosted the 5th ASIA CCUS Network Forum, in collaboration with the Ministry of Energy and Mineral Resources Indonesia, SKK Migas, and the Indonesia Center of Excellence for CCS and CCUS. The forum was held on 10-11 September 2025 at Fairmont Hotel, Jakarta, Indonesia, with attendance of more than 400 participants, both in-person and online. 

5th Asia CCUS Network Forum focused on cross-border CCS, addressing the development of international CCS projects and advancements in carbon recycling. The forum was officially opened by H.E. Tetsuya Watanabe, President of ERIA; H.E. Kazuo Chujo, Minister/Deputy Head of the Mission of Japan to ASEAN; H.E. Eddy Soeparno, Deputy Chairman of the People’s Consultative Assembly of Indonesia; Mr Laode Sulaeman, Director General of Oil and Gas, Ministry of Energy and Mineral Resources of Indonesia; and video remarks from H.E. Yoji Muto, Minister of Economy, Trade, and Industry of Japan and H.E. Malaithong Kommasith, Minister of Industry and Commerce of Lao PDR.  

During the opening, ERIA President Tetsuya Watanabe underscored the importance of stronger regional collaboration: 

‘The 5th ACN Forum focuses on cross-border CCS and carbon recycling. These issues require unprecedented cooperation. No single country can achieve them alone. We need harmonised regulations, investment in infrastructure, and trust between governments, industries, and communities. The Asia CCUS Network provides a unique platform to build that trust and turn vision into action.’ 

The opening was then followed by keynote speeches by Dr Djoko Siswanto, Head of SKK Migas; Prof Sanggono Adisasmito, Executive Director of Indonesia Center of Excellence for CCS and CCUS; Dr Koji Yamamoto, Senior Councillor, Chief Technology Officer of Japan Organization for Metals and Energy Security (JOGMEC); and video remarks from Ms Mary Burce Warlick, Deputy Executive Director of International Energy Agency (IEA) and Dr Jarad Daniels, Chief Executive Officer of Global CCS Institute (GCCSI). 

Next, ERIA, as the secretariat of ACN, presented the ACN’s activities for 2024-25 along with its future vision. The presentation covered initiatives such as knowledge sharing conference to enhance regional understanding of CCUS in Asia, capacity building and training programs, and research studies on LCA/TEA methodologies, as well as the economic feasibility of CCU in EAS countries. 

The forum consists of four sessions on the first day, addressing topics including:  1) Policy consideration of cross-border CCS in Asia Pacific region, (2) Commercial consideration for cross-border CCS in Asia Pacific region; 3) CO2 shipping for cross-border CCS; and 4) Expansion/Penetration of CCS and CCU (Carbon Capture and Utilization)/carbon recycling. On the second day, the forum featured the dissemination of ACN research study and a panel discussion of six ACN Advisory Group members (Australia, Indonesia, Japan, Lao PDR, Malaysia, and Myanmar), where the member discussed on CCUS policy, regulation and financing for carbon management. 

Over the 2-day event, speakers highlighted multilateral cooperation and public–private partnerships as essential to developing a complete CCS value chain – from capture and shipping to long-term storage or CO₂ utilization for carbon recycling. Case studies presented included CCS feasibility studies in Indonesia, basin-scale CO₂ storage assessments, and emerging carbon recycling technologies, all signaling growing momentum for CCS/CCUS across the region. 

Since its establishment in 2021, the Asia CCUS Network has served as a regional platform to share knowledge and strengthen collaboration. Looking ahead, ACN will continue to support its members through work on regulatory frameworks, CO₂ storage mapping, financing mechanisms, and the development of regional CO₂ value chains.
